Express reports that Alexander said the Government was seeking overseas assistance and investing in training, technology and resources to improve investigations. He also described the Forensic Science Centre as overwhelmed. These are his assessments and announced efforts, rather than independently measured improvements in detection or convictions.

The minister also questioned the continued release on bail of people accused of multiple offences and expressed support for a three-strikes approach. The report gives his position without identifying a new bill, enacted measure or judgment changing existing bail rules. An accusation is not a conviction; the report does not supply evidence establishing the guilt of any individual.
