The Full Story

Finance Minister Davendranath Tancoo introduced the 2027 Appropriation Bill in the House of Representatives on 12 October. The bill provides for government services in the financial year ending 30 September 2027. The House debated it and examined departmental allocations in Finance Committee, including sessions on 23 and 24 October.

The House passed the bill at third reading on 24 October by 28 votes to 12, with no abstentions recorded by Parliament. TTT News also reported comments by Prime Minister Kamla Persad-Bissessar about earlier Office of the Prime Minister spending during the debate. Those political claims are separate from the recorded vote; passage did not by itself show that any budgeted service had been delivered.

The bill reached the Senate on 26 October. Parliament’s sitting record says 15 senators contributed to the second-reading debate before Minister in the Ministry of Finance Kennedy Swaratsingh closed for the government. The Senate then read the bill a third time and passed it. This completes the two recorded parliamentary passage stages.

TTT News reported Swaratsingh’s explanation that much of the government’s proposed borrowing would refinance existing debt, including a US$1 billion bond due in August. He defended commitments to public officers and Tobago, disputed a claim that artificial intelligence prepared the budget documents, and described Tancoo’s acknowledgement of a budget error as accountability. These are the minister’s arguments, not findings established by the vote. When checked on 30 October, Parliament’s bill page still listed “Senate - 3rd Reading and Passage of the Bill” and did not record presidential assent. The site will update this account if the official record changes.

Story-specific reporting note

The public bill tracker records passage by both chambers but, as checked on 30 October, does not list presidential assent. Debate claims about spending and future services are not proof of actual expenditure or delivery.
