Budget Lists $15M Data Centre Estimate
By the Luk It Hyah newsdesk · Sources · Reporting disclaimer
The Short
The 2027 draft budget lists a TT$15 million revised 2026 estimate for constructing and outfitting a Tier 4 data centre. The figure does not establish how much was actually spent.
The Full Story
A data-centre line in Trinidad and Tobago’s draft 2027 development estimates has brought an old government project and newer private-sector proposals into the same debate. Under the Ministry of Public Administration and Artificial Intelligence, project 018, ‘Construction and Outfitting of a Tier 4 Data Centre’, carries a TT$15 million revised estimate for fiscal 2026 and no 2027 estimate. The Guardian drew attention to that line in a report published on 25 October. We checked the figure against the Finance Ministry’s published estimates before reporting it on 26 October.

The same ministry’s project 077, ‘Establishment of a Tier 4 Data Centre to Strengthen the Digital Infrastructure’, has a separate TT$5 million revised estimate for 2026 and a TT$10 million estimate for 2027. The document does not explain whether the two lines cover separate facilities or different work on one project. Their figures should not simply be added and described as money already paid. A revised estimate is a budget figure; an actual expenditure statement or contract payment record would be needed to establish spending.

The Guardian connects the budget entry to earlier plans for a government data centre and two more recent memoranda of understanding for proposed private facilities. It reports that the ministry said the earlier government facility was never completed or put into operation. The ministry’s position and the paper’s account do not identify which facility project 018 funds. Nor does the estimate show whether construction is complete, who holds a contract, or whether environmental approvals have been issued. The next useful public records are a project description, contract and payment figures, and any applicable Environmental Management Authority decision. Those would show whether the line represents a current build or a proposal that has not yet reached that stage.

Evidence and Context
The budget confirms an allocation line and a revised estimate. It does not itself confirm a finished facility or a TT$15 million payment. The separate project numbers and similar names make the scope of each line the central unanswered question.
If public money is committed to a data centre, readers need to know the site, procurement route, contractor, deliverables and operating cost. The draft estimates alone do not provide those details.
Story-specific reporting note
The document gives revised and future estimates, not final expenditure, project completion or a link to either private-sector proposal.
