The Full Story

The House of Representatives considered Senate amendments to the Miscellaneous Provisions (Alcohol, Cannabis, Dangerous Drugs, Gambling and Tobacco) Bill, 2026 during its sitting on Friday 30 October. Parliament’s published record gives the result as 24 votes in favour, 13 against and no abstentions.

Guardian Media’s account, published by CNC3, describes a dispute over identification requirements during the debate. Opposition MP Colm Imbert argued that the proposals threatened privacy and religious freedom. Attorney General John Jeremie rejected his interpretation and said the identification requirement did not authorise searches or entry into premises.

Those are the competing interpretations reported from the debate, not independent legal findings by Luk It Hyah. The parliamentary record confirms approval of the Senate amendments; it does not by itself establish assent, commencement or the present enforceability of any proposed age or identification rule.

In the Guardian’s 1 November edition, Anglican Bishop Claude Berkley said the Church was studying the provisions and considering whether to seek an express exemption for sacramental wine. The report says its position had not been finalised. This adds a church response to the earlier parliamentary dispute; it does not establish that communion wine is currently prohibited or that an exemption has been granted.
