Housing Ministry Sets HDC Funding While Older Loans Fall Due

By the Luk It Hyah newsdesk · Sources · Reporting disclaimer

The Short

The Housing Ministry has outlined a TT$731.74 million HDC allocation alongside repayments on four earlier housing loans. Salary support, repairs and debt service are distinct commitments; the public still needs a reconciled account of what will deliver new homes.

The Full Story

Housing Minister David Lee used the 23 October Standing Finance Committee sitting to outline both current housing spending and debt repayments for fiscal 2027. TTT News reported a TT$731.74 million allocation to the Housing Development Corporation, including a TT$2.7 million monthly subvention that Lee said helps cover salaries. He also described infrastructure to support housing at Courland, Tobago, urgent repairs in HDC communities and an ongoing assessment of repairs at malls managed by Port of Spain Shopping Complex Limited. Those are different commitments: an agency allocation is not a count of new homes, and the mall assessment is not a completed repair contract. The committee account does not say how much of the HDC allocation will become construction spending.

The same sitting brought forward loans made between 2020 and 2023. Lee said the state is making principal and interest payments on loans from Republic Bank and ANSA Merchant Bank, including borrowing linked to housing construction and earlier liabilities. The fact that an earlier administration took out a loan does not by itself establish misuse; the current question is what each loan funded, what remains owed and how repayments fit beside the 2027 programme. Parliament makes draft budget papers available, but the figures below are from TTT’s account of Lee’s committee statements pending a full line-by-line reconciliation.

For a TT$650 million Republic Bank loan dated May 2020, Lee gave a 2027 principal payment of about TT$67.46 million and interest of TT$21 million. For a TT$475 million ANSA Merchant Bank loan from October 2021, he gave about TT$67.86 million in principal and TT$18.26 million in interest. TTT also reported his figures for a TT$1 billion Republic Bank loan from January 2023: TT$50 million principal and about TT$45 million interest in this fiscal year. These are annual payment components, not the original loan amounts and not proof of an outstanding balance today.

A separate TT$700 million ANSA loan carries a reported payment of roughly TT$115 million in principal and interest. The four reported payments together are substantial, but they should not be added to the HDC allocation as though they were one programme or assumed to fund the same projects. Lee said the Courland works would support Tobago housing development, while the shopping-complex repairs were still being assessed. A useful public reconciliation would identify each debt-service budget line, the HDC salary portion, the amounts available for repairs and construction, and the number and stage of housing units those funds are expected to support.

Evidence and Context

The committee exchange exposes a practical trade-off: recurrent debt payments must be met while existing estates need repairs and new housing remains in demand. The quoted allocations show intent and obligations, but they do not measure delivered homes or completed maintenance. A consistent public schedule of payments, projects and unit handovers would let readers test whether spending turns into housing outcomes.

Applicants cannot infer from the TT$731.74 million figure that a specific number of new units will be available this year. HDC residents may care more immediately about the timing of repairs. Borrowing costs also reduce fiscal room, but the available account does not establish that any named project was cancelled because of these payments.

Story-specific reporting note

The final approved allocation, exact outstanding loan balances, full payment schedule, project-level construction budget and number of homes this spending will deliver have not been verified in this review. The two TTT articles report one committee sitting and are not independent confirmations of the minister’s figures.
