The Full Story

Rosanna Ramlal and her teenage daughter were found dead at their Malick, Barataria home on 16 October after a fire was reported. The Guardian reported the deaths at the time. The later accounts say post-mortem examinations found gunshot wounds; the inquiry then moved towards criminal charges. The teenage victim’s first name is spelled differently across reports, so we identify her here as Rosanna Ramlal’s daughter.

On 27 October, a Guardian report, later republished by Trinidad Tribune, said the Director of Public Prosecutions had instructed police to charge a 20-year-old close relative with both murders. A 7:12 a.m. 103.1FM report, citing the Trinidad Express, said the man had been charged. These reports may describe successive steps, but neither provides the filed charge sheet.

I.A.N Network later reported the charging development and identified the accused as Nicholas Ramlal. That name comes from its account; the Guardian republication and 103.1FM report reviewed here do not name him. The reports expected a High Court appearance on Tuesday, but none of the available sources establishes the result. A charge is an allegation to be tested in court, not a finding of guilt.

This later source review clarified the distinction between the prosecution’s instruction to charge and reports that a charge was subsequently laid. It did not establish the exact filing time, a plea, the court’s decision or a next hearing date. A dated court record would resolve those open points.

The Guardian subsequently reported that Nicholas Ramlal appeared before High Court Master Valene Guerra Abraham on 27 October. He was remanded and the case was adjourned to 22 February 2027. This establishes the result of the first appearance that was previously unavailable; it does not establish guilt. The newspaper spells the teenage victim’s first name inconsistently across its coverage, so this report continues to identify her as Rosanna Ramlal’s daughter.
