Added the Guardian’s account of economist Gregory McGuire’s caution that new gas supply must be considered alongside declining fields and downstream demand. His assessment provides context for the Minister’s project targets; neither is confirmed future production or proof of a boom.

The Full Story

In reporting published on 30 October, the Guardian quoted energy economist Gregory McGuire cautioning that new gas projects would partly replace declining output and would need downstream customers. He argued that additional supply alone should not be treated as an assured economic boom. The exact time of the interview was not established.

Energy Minister Roodal Moonilal updated the House of Representatives on several gas developments on Friday 30 October, according to TTT News. He described work on agreements and project execution as the basis for prospective additions to Trinidad and Tobago’s supply.

For Shell’s Manatee development, he cited expected peak production of about 600 million standard cubic feet a day, rising to about 900 million when combined with Loran. He said agreements for Loran 1 were still being progressed and that engagement with Venezuela was expected.

Moonilal said NGC had completed negotiations for EOG’s share of gas from the Coconut field, with first gas expected in 2027 and peak production of approximately 300 million standard cubic feet a day. He also gave a 2028 first-gas expectation and a peak rate of 415 million for Dragon.

These figures and dates are the Minister’s reported projections, not measured production from completed projects. The account does not establish that outstanding cross-border agreements are concluded or that forecast volumes and start dates are guaranteed.

McGuire’s reported assessment and the Minister’s project targets address different measures: overall supply and demand compared with prospective output from individual developments. Neither account supplies measured future production, and the interview should not be treated as a direct response to the later parliamentary report. Whether new supply translates into sustained economic growth remains an open question.
