The Full Story
Speaking at T&TEC’s Divali celebrations in Couva, Prime Minister Kamla Persad-Bissessar said Opposition members questioned ministers for days during the parliamentary examination of estimates but ultimately did not support the Budget. She called that a failure of the public. The vote and the Opposition’s reasons are separate questions: the newspaper reports her assessment, rather than establishing that voting against the Budget meant rejecting every provision in it.

The Standing Finance Committee examines ministry estimates before the final parliamentary decision. Persad-Bissessar said the governing UNC and Tobago Partners had the votes to pass the Budget without PNM support. She linked the Budget to planned settlement of T&TEC workers’ arrears, including call-out payments, and to work by WASA and state maintenance bodies. Those are policy commitments; the speech does not show when individual workers will be paid or which works have been completed.

The Prime Minister also said she expected to travel to the Commonwealth Heads of Government Meeting in Antigua and Barbuda in early November and that Jearlean John would act during her absence. The separate travel schedule should be checked against an official itinerary when published. Her Divali remarks encouraged academic and technical education, using her family’s experience as an example.

Evidence and Context
A Budget vote records political support or opposition to the package as a whole. The more measurable public questions concern the final allocations, implementation dates and whether promised payments reach workers.
T&TEC staff and communities relying on water or school repairs need implementation schedules and follow-up reports, not only parliamentary claims about the vote.
Story-specific reporting note
This report does not establish the PNM’s full stated reasons for its vote, a payment date for workers or completion of the mentioned repairs.
