Its announcement describes the initiative as a partnership with the EU-supported UNDP PACE Justice Programme, covering custodial management, rehabilitation and reintegration.

The service says Commissioner of Prisons Elton Canterbury addressed the opening and linked rehabilitation with safer communities. The announcement establishes the stated training activities and aims; it does not provide an evaluation of their effects on prison conditions or reoffending.
