Senator Says Budget Files Blocked Screen Reader

The Short

Independent Senator Alicia Pauline Lalite-Ettienne says inaccessible budget files limited her ability to examine the 2027 proposals. Her screen reader flagged AI-generated elements, but that does not establish how the documents were produced.

The Full Story

Independent Senator Alicia Pauline Lalite-Ettienne told the Senate on Monday that the format of documents accompanying the 2027 budget made them difficult to use with her screen reader. Parliamentary staff and the IT department helped make portions accessible, she said, but the delay narrowed the research she could complete before speaking in the debate.

Her software repeatedly described elements as AI-generated, prompting Senator Darrel Allahar to ask which documents she meant. The senator offered to demonstrate what her screen reader displayed. A screen reader label is evidence of her access experience, not an independent finding that the budget itself was written by artificial intelligence.

Lalite-Ettienne said she did not face the same difficulty in the previous budget cycle and did not allege deliberate exclusion. The practical issue is whether the document files can be read and navigated independently with assistive technology. A corrected accessible set and an account of the document-production process would address different parts of the concern.
