Family Disputes Police Account of Fatal St Barbs Shooting

By the Luk It Hyah newsdesk · Sources · Reporting disclaimer

The Short

Relatives of Andell Lee challenge the police account of his fatal shooting in St Barbs and seek an independent investigation. The competing accounts remain unverified.

The Full Story

Police fatally shot 28-year-old Andell Lee in St Barbs, Laventille, early on 22 October, according to the Guardian’s 24 October report. The police account reported by the paper says Lee opened fire when officers went to his First Hamlet Trace home at about 4 am. His sister disputes that account and says the family wants an independent investigation. The Guardian also spoke with a nearby resident who described hearing separated shots and said he did not see officers recover the items reportedly found at the scene. His observation is limited to what he says he could see from his window; it cannot establish what happened throughout the operation.

The Police Complaints Authority is a civilian body separate from the Police Service that can investigate serious allegations against officers. Its director told the Guardian that body-camera footage had not been supplied in more than 30 police-involved incidents to date and renewed a call for officers to use cameras. That reported general figure does not establish whether cameras were issued, worn or recording during this particular operation.

The family disputes the police description of the property as abandoned, saying utilities remained active. The sister also says relatives learned of the shooting from a community phone call and had difficulty obtaining information at hospital. These are the family’s reported experiences, not findings about officer conduct. The Guardian does not publish a scene reconstruction, forensic report, body-camera recording or a Police Complaints Authority finding that would resolve the disagreement. The resident’s account and the police version should therefore be kept distinct while evidence is gathered.

The immediate public-interest questions are narrow and testable: what was the legal basis for the visit, what sequence of shots and warnings is supported by independent evidence, what weapons or equipment were recovered and documented, and whether any body-camera or other video exists. An independent investigator would also need witness statements, scene records and post-mortem findings. None of those materials was available in the Guardian report reviewed here. Lee’s death, the officers’ safety and the family’s right to answers all warrant a careful inquiry without treating either disputed account as a settled fact.

Evidence and Context

A dispute over a fatal police operation cannot be resolved by choosing the most vivid interview. The gap is verifiable evidence: scene records, forensic findings, recordings and an investigation independent of the officers involved. The absence of published material now is a reason to ask for a timetable and a clear process, not to infer guilt or innocence.

If an independent investigation is opened, it could establish a common factual record and identify whether procedures were followed. Until then, unverified claims can damage public trust and further distress the family. The reported lack of camera footage in other incidents makes evidence-preservation procedures especially relevant, but does not prove that this operation lacked a recording.

What Happens Next

Check for a dated Police Complaints Authority statement, police incident report or family legal filing, followed by any coroner or court finding. Record whether investigators confirm the existence of body-camera, CCTV or other video rather than assuming it exists or was absent.

Story-specific reporting note

The actual sequence of shots, whether Lee fired, what was recovered at the scene, whether officers wore working cameras and whether the PCA has opened a case are not established by the material reviewed. The Guardian’s family and resident interviews are not independent forensic findings.
