The Full Story

The Tobago House of Assembly needs a temporary place for both its chamber and staff while its legislative buildings undergo electrical, plumbing and structural upgrades, Finance Minister Davendranath Tancoo told the Standing Finance Committee on 23 October. TTT News reported that a suitable building was still being sourced. That makes the timing and location of the move an open operational question rather than a completed relocation. In a separate part of the committee review, Tancoo explained a proposed TT$188.4 million increase in the THA’s general-administration allocation. He linked it to salary arrears for public officers, current salaries, a salary increase effective January 2026 and staff supporting three new divisions.

Budget debates can place related THA needs side by side even when they fall under different lines. The accommodation statement concerns the Assembly’s ability to meet and work during building upgrades. The general-administration increase concerns personnel costs. TTT’s account does not say that the TT$188.4 million pays for a lease or renovations, and combining the numbers as a single construction budget would mislead readers. Parliament’s 2027 budget papers are available for review, but an itemised final accommodation estimate has not been established here.

Tancoo said the proposed general-administration increase would help settle salary arrears after negotiations and pay current workers, including the 2026 salary increase. TTT reported his account of 46 established posts in the three new divisions, with 23 filled, 22 occupied in an acting capacity and one vacant. An anticipated settlement and a proposed estimate do not establish the date on which all arrears will be paid. Public officers need the payment timetable; the Assembly needs to show how the new divisions will be staffed and what services they will provide.

On the buildings, Tancoo described upgrades to electrical systems, plumbing and the structure. A temporary site would need to accommodate legislative proceedings as well as staff, so an address alone will not answer whether public access, records, accessibility and continuity are covered. TTT’s report says procurement for a suitable building was still under way. The government has not, in these accounts, supplied the chosen property, lease cost, duration, works schedule or a date for the chamber’s first sitting at a temporary venue. Those details would turn a statement of intent into a verifiable continuity plan.

Evidence and Context

The two committee points are linked by THA operations but should be measured separately. Staff payments can be tested against payroll dates; the move can be tested against a procurement award, opening date and public access plan. The reporting gives neither a funded accommodation cost nor an implementation timetable, so readers should not assume either issue is already resolved.

Public officers may be waiting on arrears, while legislators and residents need an uninterrupted place for Assembly business. An unplanned move could complicate access and records, but no interruption has been reported in the sources reviewed. The salary increase should not be treated as the estimated cost of the building work.

Story-specific reporting note

The selected temporary building, procurement result, lease and renovation costs, move date, works completion date and exact arrears payment schedule are not established. Both TTT reports derive from the same ministerial committee exchange, not two independent accounts.
