The Short

Scarborough traffic restrictions resume at 5 p.m. on Saturday and run until 2 a.m. on Sunday, according to the police order printed in the Guardian. A further period runs from 9 a.m. to midnight on Sunday; Carnival organisers publish detour maps for port users and other motorists.

The Full Story

A police traffic order dated 27 October sets out temporary arrangements for Tobago Carnival in Scarborough. Legal Notice No. 840, printed on page 31 of Saturday’s Guardian, covered J’ouvert from 3 a.m. to 11 a.m. on 31 October. That morning period has ended.

The next period begins at 5 p.m. on Saturday 31 October and ends at 2 a.m. on Sunday 1 November. The order then applies from 9 a.m. to midnight on Sunday. These are the order’s traffic-restriction hours, rather than a statement that every Carnival event starts at those times.

The affected roads and areas include the Claude Noel Highway between the Orange Hill and Wilson Road traffic lights, specified stretches of Wilson Road and Darrel Spring Road, Gardenside Street, parts of Carrington Street, Post Office Road and the Scarborough Waterfront. The order also prohibits parking along Northside Connector Road. The full notice contains additional roads, compounds and exceptions; this summary is not the complete legal list.

Taxi stands are temporarily relocated: western-district services use Plymouth Road near the Pump Mill Road junction, facing north. Windward and northern services use the northern shoulder of the Claude Noel Highway, east of its junction with Plymouth Road, facing east, according to the printed order.

The Tobago Carnival website warns of changed access to and from the Port of Scarborough on Saturday and Sunday and provides eastward and westward detour guides. Motorists should consult its full maps, allow additional time and follow police directions. The order permits access to otherwise restricted routes at an on-duty officer’s discretion and provides for removal of unlawfully parked vehicles.
