Tobago Tourism and Carnival Agencies Face Lower 2027 Allocations

By the Luk It Hyah newsdesk · Sources · Reporting disclaimer

The Short

A Tobago tourism support line falls from TT$5 million to TT$1 million in the proposed 2027 budget. Two tourism and festival bodies also receive lower allocations, while the finance minister says earlier spending included one-off costs.

The Full Story

The Tobago House of Assembly’s proposed 2027 expenditure came under scrutiny during a Standing Finance Committee hearing. Opposition members identified a fall in the Tourism and Hospitality Sector support programme from TT$5 million in revised 2026 funding to TT$1 million for 2027, an 80% reduction in that line. Finance Minister Davendranath Tancoo confirmed the figures but said the larger 2026 amount paid for specific initiatives that need not recur. The budget line is a proposed allocation, not a measure of all tourism spending or a verified estimate of what the sector will actually receive.

The same hearing examined separate Tobago entities. The Tobago Tourism Agency’s allocation moves from TT$50 million in revised 2026 estimates to TT$40 million proposed for 2027; Tancoo confirmed the figures but could not immediately explain the agency’s decrease. The Tobago Festivals Commission moves from TT$39 million to TT$37 million. Tancoo attributed its higher 2026 figure to liabilities he said had already been settled, while opposition members argued that recurring events such as Tobago Carnival still need funding. Those explanations can be tested only against the detailed budgets and commitments.

The Guardian also reports TT$1 million reductions for both the Tobago Hospitality and Tourism Institute and Tobago Performing Arts Company. The finance minister said festivals would remain adequately funded through the THA and its government partnership. That is an assurance, not evidence of signed grants to each organiser. Separate THA rent and lease spending is expected to rise because the legislature needs temporary accommodation during building repairs; that issue is covered in our earlier THA report and should not be counted as a tourism allocation.

Evidence and Context

Several budget lines move in the same direction, but they have different functions and accounting histories. A smaller repeat allocation can reflect completed one-off work; it can also leave less room for new work. The hearing established the figures and the minister’s explanation, but not a line-by-line account of planned tourism activity in 2027.

Tourism operators and Carnival organisers need to know which events or support programmes have committed funding, and on what dates. The published estimates alone cannot show whether a particular event will shrink or whether another THA line will cover it.

Story-specific reporting note

The precise 2027 programme effects, value of past liabilities, and total funding from other sources are not established by the hearing report.
